Nigerian police say gunmen have killed two local workers at a hydroelectric dam project in Niger state and abducted three Chinese workers. Police said in a statement Thursday that the incident occurred on Tuesday afternoon. They say heavily armed gunmen opened fire in broad daylight on Chinese expatriates and local staff working on a hydro-electric transmission project near Gussase village in central Niger state. U.S. Secretary of State Antony Blinken on Thursday named career diplomat David Satterfield as the new special envoy to the troubled Horn of Africa.
