Post: CBN and Finance Ministry Sign MoU to Enhance Fiscal-Monetary Policy Coordination


Abuja: The Central Bank of Nigeria (CBN) and the Federal Ministry of Finance have signed a Memorandum of Understanding (MoU) aimed at enhancing fiscal-monetary policy coordination. According to News Agency of Nigeria, this development marks a significant milestone in Nigeria’s pursuit of stronger macroeconomic management, economic stability, and sustainable prosperity for the nation.



CBN Governor Olayemi Cardoso emphasized that the MoU signifies a shared commitment to deepening collaboration for the benefit of Nigeria’s economy and its citizens. Cardoso highlighted that fiscal and monetary policies, when harmonized, have a greater impact than when they operate independently. Fiscal policy influences economic activity through government expenditure, taxation, and borrowing decisions, while monetary policy ensures price stability and financial system soundness.



Cardoso noted that the MoU does not create a new relationship between the CBN and the Federal Ministry of Finance, as both institutions have a long history of working together on critical macroeconomic issues. These include inflation management, debt sustainability, budget financing, exchange rate stability, economic reform programs, and responses to domestic and global economic shocks.



The MoU formalizes this collaboration by providing a structured framework for regular consultation, information exchange, and policy coordination. It aims to strengthen cooperation in areas such as government cash management, debt issuance planning, liquidity forecasting, and macroeconomic analysis.



Finance Minister Taiwo Oyedele stated that the MoU represents a determination to institutionalize coordination between fiscal and monetary policies. Oyedele explained that good economic management requires independent institutions working collaboratively, as fiscal and monetary authorities have distinct mandates but serve the same economy.



Muhammad Abdullahi, Deputy Governor of Corporate Services at the CBN, remarked that the MoU provides a clearer and more structured basis for sustainable development. He pointed out that fiscal and monetary policies, while distinct, often respond to the same economic shocks, illustrating the importance of coordinated efforts.



The agreement is particularly timely given global economic developments, including disruptions in the Middle East affecting oil prices and global inflation expectations. For Nigeria, as an oil-producing country, such external shocks can have multifaceted impacts on revenue, prices, and economic conditions.



In conclusion, the MoU between the CBN and the Federal Ministry of Finance is a step towards enhanced policy coherence and effective economic management, aiming to address both current and future economic challenges in Nigeria.
