Post: Kano and IBP Collaborate to Enhance Health Financing Transparency


Kano:The Kano State Government and the International Budget Partnership (IBP), Nigeria, have signed a Memorandum of Understanding (MoU) aimed at improving transparency and accountability in the health sector’s financial operations.



According to News Agency of Nigeria, this partnership will facilitate the creation of a health financing dashboard, which will allow stakeholders to effectively monitor budget planning, releases, expenditures, and performance within the state’s health sector agencies.



Dr. Abubakar Labaran, the Commissioner for Health, highlighted that the partnership has already resulted in improvements in budget planning, execution, and tracking within the ministry. He emphasized that the new dashboard would enable real-time performance monitoring of various units and agencies.



Dr. Olayinka Babalola, the IBP Country Director, expressed that the dashboard is designed to enhance transparency in health budgeting and provide a comprehensive overview of sectoral expenditure. Represented by Onyekachi Chukwu, Policy and Strategy Lead, Babalola noted that while significant investments are already being made in Kano’s health sector, tracking these funds has been challenging. The MoU is expected to address this issue by enabling stakeholders to monitor financial flows and assess the effectiveness of health services.



Dr. Shamsuddin Sani, representing the Gates Foundation in Kano, stated that the foundation supports this initiative to overcome persistent challenges in fund flow monitoring within the health sector. He pointed out that the project would concentrate on primary healthcare service delivery and offer a detailed view of incoming resources.



The initiative will also help determine the sector’s resource needs and compare government funding with contributions from development partners. The grant for this project was initiated to address these challenges, with implementation starting earlier in the year.



The dashboard is anticipated to provide timely information on health financing and expenditure, enhancing planning, monitoring, and service delivery in Kano.
