Freetown: A veteran diplomat, Dr. Philip D. Kargbo, assumed office on Monday as Permanent Secretary, Youth Ministry portfolio, carrying Sierra Leone’s highest national expectations.
According to Sierra Leone News Agency, Dr. Kargbo succeeds Mr. Morrison Benjamin Gboyor, who died while serving as Permanent Secretary of the Ministry of Youth Affairs. Dr. Kargbo’s three-decade civil service career began at the Ministry of Foreign Affairs and International Cooperation, where he served as a diplomat at the Sierra Leone Embassy in Beijing, China. He later served in the Office of the President and the Ministry of Health and Sanitation, where he rose to Permanent Secretary.
Kargbo holds a PhD in Diplomacy and International Affairs and is currently pursuing a second PhD in International Law and Treaty Law. His portfolio spans youth employment, skills development, and youth participation in governance. Kargbo plans to coordinate programmes, engage development partnerships, and ensure government commitments to young p
eople become visible.
