Post: HCD Cluster Strengthens Performance Reporting in Quarterly Review


Freetown: Ministries under the Human Capital Development (HCD) Cluster convened a crucial quarterly review on January 7, 2026, to sharpen the quality and consistency of government performance reporting. Held at the Ministry of Technical and Higher Education (MTHE) in Freetown, the meeting focused on enhancing the monitoring framework that tracks national development goals.



According to Sierra Leone News Agency, directors and technical officers from eight ministries participated, critically reviewing work plans and Performance Tracking Table (PTT) reports. Director of Monitoring and Evaluation at MTHE, Christiana Samu, stated that the session was driven by lessons learned from previous reporting cycles. ‘Identified gaps have informed renewed efforts to strengthen planning, standardize reporting, and improve overall performance across ministries,’ Samu explained.



The review highlighted tangible progress within key sectors. The Ministry of Sports reported full completion of its core governance outcomes, emphasizing robust, verifiable documentation for all claimed achievements. Meanwhile, the Ministry of Health disclosed significant advances, including progress on five major cabinet bills and exceeding its 2025 policy development targets, a feat supported by its newly implemented digital performance reporting system.



Concluding the meeting, all participating ministries reinforced a collective commitment to close existing reporting gaps, strengthen documentary evidence, and ensure full alignment with national performance standards under the PTT framework. This agreement marks a concerted step toward greater transparency and accountability in Sierra Leone’s public sector.
