Guangdong: Guangdong held its Provincial High-quality Development Conference on February 24, marking the first working day of the Year of the Horse. At this significant conference, the CPC Guangdong Provincial Committee and the People’s Government of Guangdong Province concentrated on advancing the coordinated development of the manufacturing and services sectors. The discussions aimed to elevate high-quality development, foster new competitive strengths, achieve breakthroughs, and ensure a robust beginning to the 15th Five-Year Plan (2026-2030). Huang Kunming, the secretary of the CPC Guangdong Provincial Committee, addressed the attendees, while Meng Fanli, governor of the People’s Government of Guangdong Province and secretary of the CPC Shenzhen Municipal Committee, presided over the event. Notable attendees included Huang Chuping, chairman of the Standing Committee of the Guangdong Provincial People’s Congress, and Lin Keqing, chairman of the Guangdong Provincial Committee of the Chinese People’s Politic
al Consultative Conference.
According to News Agency of Nigeria, Huang Kunming emphasized the importance of promoting coordinated development between manufacturing and services to align with industrial evolution trends and facilitate industrial upgrading. As a prominent manufacturing base and services hub, Guangdong seeks to transition from a large industrial province to a strong one by integrating the two sectors. The province is equipped with cutting-edge digital and intelligent technologies, extensive data resources, and diverse application scenarios, positioning it to seize new opportunities and lead in building a modern industrial system where industries reinforce each other.
Huang Kunming highlighted a steadfast commitment to strengthening the real economy with a focus on manufacturing while advancing high-quality development of the services sector. The province aims to enhance coordination between these sectors through AI technologies, thus boosting Guangdong’s competitiveness in ‘advanced manufacturing + modern services.’ Efforts will target energizing micro-level market entities, cultivating ecosystem-oriented leading enterprises, and supporting them in delivering integrated ‘manufacturing + services’ solutions. Guangdong plans to nurture ‘pioneer enterprises,’ helping them grow into ‘little giant’ firms that specialize in sophisticated technologies, as well as single-product manufacturing champions and ‘benchmark enterprises’ in services.
The province will also focus on nurturing hub platform enterprises to drive deeper coordination between manufacturing and services. Joint research and development in common technologies and innovative organizational models will be promoted to meet fundamental needs and ensure that scientific and technological innovation permeates every industry. Additionally, Guangdong will work on developing a high-level talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area and implement the Action Plan to Introduce 1 Million Talents to Guangdong, fostering a skilled and interdisciplinary workforce.
To maintain its leadership in coordinated development, Guangdong will continue to expand opening-up, aggregate global manufacturing and services resources, and strengthen the brands of ‘Guangdong Manufacturing’ and ‘Guangdong Services.’ The province aims to attract high-quality international resources and expand globally with high standards. During the conference, Ke Jixin, vice minister of Industry and Information Technology, provided insights and suggestions on Guangdong’s initiatives. Key officials from various cities and counties, along with representatives of provincial enterprises and institutions, shared their plans for coordinated development between manufacturing and services, detailing local goals, tasks, and supportive policies.
