Abuja: The Office of the Head of the Civil Service of the Federation (OHCSF) has clarified reports regarding the approval of a 40 per cent peculiar allowance for federal civil servants.
According to News Agency of Nigeria, the Director of Press and Public Relations, Mrs. Eno Olotu, stated that the office neither approved nor conveyed the approval of the allowance to the Joint National Public Service Negotiating Council (JNPSNC) or any labour union. Olotu emphasized that the statutory responsibility for issuing and communicating such circulars lies with the National Salaries, Incomes and Wages Commission (NSIWC).
She further explained that the circular circulating in the media was issued by the NSIWC on April 23, 2026. The meeting convened by the Head of the Civil Service of the Federation on Tuesday was described as strictly interventionist and aimed at facilitating dialogue between the organized labour under its jurisdiction and the NSIWC.
The meeting was intended to promote mutual understanding and prevent any breakdown in labour relations within the Federal Civil Service. The office recalled that during a press briefing on April 24, 2026, Mrs. Didi Walson-Jack, Head of the Civil Service of the Federation, announced the Federal Government’s approval of a welfare package for civil servants and other entitlements.
Walson-Jack outlined the approvals to include full Duty Tour Allowance for approved trainings, an upward review of peculiar allowance across various grade levels, and improvements in the Consolidated Public Service Salary Structure (CONPSS) and the Consolidated Research and Allied Institutions Salary Structure (CONRAISS).
Additional approvals mentioned by Olotu include an increase in estacode, book allowance, and other entitlements. Furthermore, she noted the Federal Government’s approval of a N10 billion housing loan scheme designed to expand access to affordable home ownership opportunities for public servants.
