Post: IPMAN Threatens Shutdown Over Multiple Taxation Issues in Anambra


Awka: The Independent Petroleum Marketers Association of Nigeria (IPMAN) has issued a 21-working day notice to Governor Chukwuma Soludo, demanding protection for its members from what it describes as multiple taxation and harassment by local government officials in Anambra state. The association convened an emergency meeting in Awka, attended by over 700 marketers, to express their grievances and reach a unanimous decision to potentially halt operations if their concerns remain unaddressed.



According to News Agency of Nigeria, the meeting was led by Mr. Chinedu Anyaso, Chairman of IPMAN Enugu Community Depot, and Chief Linus Mgbakaogu, a national ex officio. The marketers claim that they have been adhering to a harmonised revenue agreement approved by Governor Soludo, which involves paying annual fees/levies amounting to N120,000. Despite their compliance, they allege harassment through various demand notices, arrests, and extortion by local government officials under different pretexts.



Anyaso highlighted that IPMAN members were asked by the House of Assembly to produce operational documents, a move they argue is outside the assembly’s purview. He emphasized that only the Nigeria Midstream and Downstream Petroleum Regulatory Agency has such authority under the Petroleum Industry Act. He called for renegotiation if the existing agreement is no longer applicable and demanded the withdrawal of court cases and the release of arrested members within the notice period.



Chief Linus Mgbakaogu, speaking on the business environment in Anambra, expressed concern over the disregard for the governor’s directive by state agents. He urged Governor Soludo, whom he referred to as a key figure, to ensure the protection of IPMAN members.



In response, Mr. Greg Ezeilo, Chairman of the Anambra Internal Revenue Service, attributed the issues to local government chairmen asserting their autonomy. He assured that he would facilitate constructive dialogue and expressed the governor’s commitment to enhancing the Ease of Business in the state. Ezeilo pledged to intervene and address the marketers’ concerns through negotiations.
