Kathmandu: The task force established to draft a discussion paper for the amendment of the constitution engaged in discussions with former heads of constitutional bodies, former chief secretaries, foreign affairs experts, and former administrators today.
According to National News Agency Nepal, the consultation took place at the Office of the Prime Minister and Council of Ministers and lasted for approximately three hours. It included comprehensive discussions on various topics such as governance structure, federal framework, electoral system, and constitutional bodies.
Under the coordination of the Prime Minister’s political advisor Asim Shah, the task force has committed to advancing the constitution amendment process with national consensus. Experts involved in the discussion offered several suggestions for reforms in governance, the electoral system, federalism, the powers of provincial and local levels, an independent judiciary, and the structure of constitutional bodies.
Most experts advocated for a review of the Constitutional Council’s structure, a reduction in the number of constitutional bodies to enhance their autonomy, a decrease in the number of ministries, and the appointment of experts as ministers. There was a consensus on empowering local levels, focusing lawmakers on legislative responsibilities, limiting provincial ministries, and determining inclusive seats for representation.
Foreign experts and participants highlighted the importance of maintaining geopolitical balance, fostering trust with neighboring countries, and reviewing existing treaties and agreements. They also emphasized empowering local levels for effective federalism implementation, harmonizing the tax system, and ensuring representation of women and marginalized communities.
The discussion featured opinions and suggestions from former administrators and experts, including Bimal Koirala, Umesh Mainali, Tankamani Sharma Dangal, Madhuram Acharya, Man Bahadur BK, Yama Kumari Khatiwada, Bhanu Acharya, Somlal Subedi, Jayaraj Acharya, Krishnahari Baskota, and Ganesh Joshi.
The task force has indicated that the suggestions gathered will be incorporated into a discussion paper, with further consultations planned for the next phase.
